The announcement of the funding framework "Science and Higher Education Research" is a structural extension of the BMBF's annual funding announcements in the field of science and higher education research and the institutional funding of research institutions. The funding announcement is intended to meet the ever-increasing demand to generate as much scientific knowledge as possible about universities and the science system. This knowledge serves to provide comprehensive support for science policy and management in their growing areas of responsibility.

The framework announcement is also intended to enable more flexible funding, which cannot be implemented in this form in the annual funding lines. To achieve these goals, five thematic modules have been defined, which are addressed in funding calls that take place once or twice a year. The funding calls are announced here on the funding priority's web portal. The application procedure is a two-stage process.
