CHEPS is a higher education research institution at the University of Twente in Enschede, Netherlands. It pursues research throughout a broad topical spectrum, with focuses on (internal) quality assurance at higher education institutions, the design of rankings, and science-sector strategies for governance and financing. Other emphases of CHEPS's research include reform measures in the science and higher education sectors, the conditions under which scientific creativity can thrive, and the role of the new media in teaching and research. CHEPS is known for featuring international comparisons in its work.

In addition to conducting research, CHEPS is active in teaching and continuing education. With a view to supporting transfer of its research results, CHEPS also provides advising services, primarily for ministries and international organisations in the science sector.
